ABOUT US
Wisdom. Strategy. Impact.
This is how we move the needle.
At Athena Strategies, we believe change doesn't happen by accident. It’s engineered — through insight, intention, and bold, strategic execution.

We’re a government relations and public affairs firm that thrives in high-stakes environments where the outcomes matter and the issues are urgent. Our clients don’t just want a seat at the table — they’re reshaping the table itself. We help them do it with precision, purpose, and a deep understanding of how systems shift and power moves.

Whether it’s elevating an overlooked issue, moving legislation forward, or sparking a cultural conversation, we bring unmatched discipline and foresight to the work. We lead with wisdom — but we don’t stop there. We deliver results that last.

If your mission is too important for business-as-usual, we’re ready to help you move it forward — with clarity, strategy, and impact.

MEET LISA

Lisa Hofflich
Founder & Principal
Lisa Hofflich is a mission-driven strategist and coalition-builder with a track record of advancing major policy, budget, and advocacy efforts across New York. Over the course of two decades in public service and advocacy, she has worked at the intersection of government, grassroots organizing, strategic consulting, and communications.

In the United States Senate, Lisa served as a senior advisor managing a broad portfolio that included healthcare, education, disability rights, food policy, agriculture, arts and culture, LGBTQ+ advocacy, and aging. She led a Senate working group on aging, contributed to recommendations for the reauthorization of the Older Americans Act, and helped shape the federal response to environmental issues such as PFAS contamination at Stewart Air National Guard Base and the decommissioning of Indian Point Energy Center. She also supported downstate Congressionally Directed Spending requests and advised on high-stakes state and local issues requiring timely federal engagement.

At the state level, Lisa served as Legislative Advisor to two New York State Assembly Members simultaneously—an uncommon dual appointment. In that role, she helped draft and negotiate significant legislation, including laws that ended child marriage, banned salary history questions during hiring, closed loopholes protecting child predators, and aligned New York’s sex trafficking statutes with federal law.

Lisa’s roots are in grassroots advocacy. As an organizer and coalition leader, she played a part in the passage of landmark New York legislation such as the Domestic Violence Survivors Justice Act, the Gender Expression Non-Discrimination Act (GENDA), and the Trafficking Victims Protection and Justice Act.

Lias's experience outside of government included senior lobbying and partnership roles where she helped pass New York City’s Safe Hotels Act in collaboration with a broad coalition of anti-trafficking advocates. She has advised corporate and nonprofit clients, including the Hotel Trades Council, the Ali Forney Center, Veolia North America, Groupe SEB, and DoorDash on policy strategy and stakeholder engagement.

Earlier in her career, Lisa worked in television news at both local and national levels.

Lisa serves on the Westchester County Human Rights Commission, is an elected District Leader in her hometown, and was a candidate for New York State Senate in 2022. She is a graduate of New York University and lives in Westchester County with her husband and five children.
